Project Overview

Pinegro, a leading manufacturer of landscape and garden products sought to upgrade their facilities and increase their capacity for compost production. Their goal is to process a wider range of organic waste materials, including food organics and green organics (FOGO), biosolids, and commercial food waste at their Morwell and Mt Wallace sites.

The Challenge

To secure Environment Protection Authority (EPA) approval for their operations, Pinegro needed to address potential environmental impacts associated with composting and waste processing activities. The submission of a Development Licence application, Environmental Impact Assessment and a Risk Management and Monitoring Program were all critical elements that formed their Development Licence application to Environment Protection Authority (EPA).

The Solution

SPM worked extensively with Pinegro, providing strategic guidance and technical expertise in obtaining the necessary approvals. This included:

Obtaining a Development Licence Amendment that allowed for increased capacity at the Morwell site.
Conducting comprehensive Environmental Impact Assessments for the expanded operations focusing on air quality, odour and noise.
Detailed site assessments of the proposed site and evaluating potential environmental impacts on stormwater management, noise and odour control and traffic management.
Evaluating the proposed composting technology and processes to ensure compliance with EPA standards.
Facilitating community engagement between Pinegro and the local communities surrounding both sites to address concerns and ensure transparency about their operations.
Developing and implementing a Risk Management and Monitoring Plan (RMMP) to proactively manage environmental risks at the Mt Wallace site.

The Outcomes

Regulatory approvals secured – Pinegro successfully met all environmental compliance requirements, enabling expansion of their operations.

Ongoing compliance – By effectively managing environmental risks and ensuring compliance with EPA requirements, SPM has been helping Pinegro with operations at both the Morwell and Mount Wallace sites, allowing them to continue providing valuable organic waste processing and composting services.
