As part of their broader services, Fulton Hogan sources and recycles reclaimed asphalt pavement (RAP), which is recovered from existing roads that are undergoing re-surfacing. Fulton Hogan sought to establish a RAP processing plant on the Lara site.

To secure Environment Protection Authority (EPA) approval for their operations, Fulton Hogan needed to submit a Development Licence (DL) application that addressed the potential environmental impacts associated with the handling, processing and storing of RAP and demonstrated their commitment to implement safeguards to avoid or minimise impact to human health and the environment.
SPM worked closely with Fulton Hogan, providing strategic guidance and technical expertise in obtaining the necessary approvals. This included:
Submitting an EPA Works Approval application, that addressed air quality, noise and vibration, and stormwater management at the site.
Development of a Council Permit Planning application, that addressed; Land use compatability, Traffic Impact Assessments, and visual impact assesments,
Facilitating community engagement between Fulton Hogan and the local communities providing clear and accurate information about the project and addressing potential concerns.
Developing and submitting a Development Licence application (DL) to EPA Victoria for approval to EPA.
Ongoing support – SPM maintained ongoing communication with EPA Victoria and the City of Greater Geelong throughout the approvals process, to ensure a smooth and efficient process.
Compliance Monitoring – Once the plant is operational, SPM may assist with environmental monitoring and reporting to ensure ongoing compliance with regulatory requirements.
Regulatory approvals secured – Fulton Hogan successfully met all environmental compliance requirements, enabling expansion of their operations at Lara.
