Since 2020, SPM has been a key partner for Downer and DT Infrastructure in delivering the Warrnambool Line Upgrade project, a major initiative to improve rail services in southwestern Victoria. SPM’s expertise in environmental planning and approvals has been crucial in navigating the complexities of this project, which involves upgrading over 200km of track and infrastructure.

Environmental Assessments and Approvals:

  • Flora and Fauna Surveys: SPM managed the delivery of extensive surveys to identify and assess potential impacts on native vegetation and wildlife, including threatened species. This involved developing FFG Act permit applications to remove threatened species and identify mitigation measures to minimise disturbance and protect biodiversity.
  • Cultural Heritage Assessments: SPM coordinated cultural heritage assessments to identify and protect Aboriginal cultural heritage sites along the rail corridor, working closely with Traditional Owners to ensure appropriate management and preservation.
  • Planning Approvals: SPM secured planning approvals from relevant local councils and authorities, ensuring the project complied with planning schemes and land use regulations.
  • Environmental Approvals: SPM obtained necessary environmental approvals from Heritage Victoria, EPA Victoria, DEECA and Councils following impact assessments for air quality, noise, water quality, and waste management.

Stakeholder Engagement:

  • Community Consultation: SPM facilitated community consultation activities to inform and engage local communities about the project, addressing concerns and gathering feedback.
  • Agency Liaison: SPM maintained strong communication and collaboration with key agencies, including Rail Projects Victoria, VicTrack, and local councils, ensuring alignment with project objectives and regulatory requirements.

  • Level Crossing Upgrades: SPM assisted with securing environmental approvals for the upgrade of numerous level crossings along the Warrnambool Line, ensuring minimal disruption to traffic and the surrounding environment.
  • Waurn Ponds Stabling Yard: SPM played a key role in obtaining environmental approvals for the construction of a new stabling yard at Waurn Ponds, addressing potential noise and visual impacts on nearby residents.
